May 1, 2025 -- Under the agreement, Ukraine will receive help to rebuild following Russia’s full-scale invasion while the U.S. will have access to the country’s mineral, oil and gas reserves.
The deal foresees the creation of an investment fund, with each side contributing 50% of the financing. 

While it does not include explicit security guarantees, it affirms that any future U.S. military assistance will be considered an investment.

The agreement includes a provision protecting Ukraine from entering into any deal that could hinder its EU accession goals.

It grants the U.S. preferential access to investments in any operator extracting rare earth elements in Ukraine. Notably, the deal excludes repayment – U.S. President Donald Trump had previously demanded that Kyiv repay $350 billion in aid, a condition rejected by Ukrainian President Volodymyr Zelensky.
